I find it interesting that there is now a witch hunt to fine owners of unleashed dogs.
Is this a result of the city relinquishing the animal services to the regional district? Is the district feeling the need that they must justify their services?
Just how many complaints have been made over off leash dogs?
I find it interesting that people without dogs come to the dog parks using it like a petting zoo.
