Why not install backflow prevention?

Backflow prevention would be cheaper than chlorination, reader says

I can’t believe that the only solution Fraser Health can come up with is to spend $1.5 million on a chlorination system for the entire network when their stated problem was “a number of residences do not have backflow prevention.” (Progress March 12).

Why not install some backflow prevention?
