Born in London, Ontario, Frank grew up principally in Kingston, where his father Dr. George Clegg served as an army medical officer during the Second World War and subsequently practised private medicine until 1961.
Following studies at Queens, Frank entered the Canadian Imperial Bank briefly, before joining the regular Canadian Army in 1954.
Frank was commissioned into The Royal Canadian Regiment (RCR) in 1955, serving in Canada, Germany, Cyprus, and Palestine. Following retirement from the army in 1975, Frank entered the BC government Provincial Emergency Program, to ultimately retire in 1996 as the Regional Director - Lower Mainland, Ministry of the Environment. He continued to work as an environmental consultant into the early 2000's.
Athletically gifted and gregarious, Frank was a brilliant tennis and hockey player competing at Junior B level. He played both sports into his 50s. He loved the army. His military friendships endured and following retirement from the Army, he remained active in the RCR Association.
A keen golfer, Frank walked the course thrice weekly until his 88th year.
In 1958, Frank married Deirdre (Dee) Anderson. They thrived for 63 years. A benevolent and loving husband and parent, Frank was predeceased by his siblings Mary, Ken, and Jean. He is survived by Dee, his children (Neil, Shelagh, and Geoffrey), and grandchildren (Jeremy, Mackenzie, and Liam).
