IHIT says charges laid in connection with Remembrance Day 2019 killing in Surrey

A 21-year-old man has been criminally charged in connection with the killing of Andrew Baldwin in Surrey on Nov. 11, 2019.

Andrew Baldwin is the brother of Keith Matthew Baldwin who was killed three weeks before that incident in the downtown Chilliwack area.

On May 20, 2020, Jasman Basran of Surrey was arrested by the RCMP’s Integrated Homicide Investigation Team (IHIT) and charged by the B.C. Prosecution Service with accessory after the fact to murder in Andrew Baldwin’s death.

In January, two other men were charged with Andrew Baldwin’s murder, Jason Robert James Bottomley and Jagpal Singh Hothi.

All three men remain in custody and are due to appear in B.C. Provincial Court on May 21.

“The evidence trail that our investigators have been following for the past several months has led to another arrest and a third man charged in the case,” IHIT spokesperson Sgt. Frank Jang said in a press release. “The investigation still remains active as we believe we have yet to arrive at the end of the trail. We continue to urge those with information to come forward.”

Andrew Baldwin’s brother Keith Baldwin was shot in the head in the early hours of Oct. 22, 2019 in the area of Yale Road and Fletchers Street downtown Chilliwack.

Keith was known to police, but his wife MarieAnne Baldwin said he had turned his life around, but may have relapsed into substance abuse, yet he was not connected to criminal enterprise.
