Chilliwack council to vote on 2024 road rehab tender of $1.5M

Some of the 2023 asphalt projects were done in 2024 so the contract is smaller in scope this year

The City of Chilliwack's contract for road repair is shaping up to be smaller in scale since some of the 2023 Asphalt Rehabilitation projects were completed in 2024.

The staff recommendation up for council approval at the Sept. 24 meeting is to award the tender for the 2024 Asphalt Rehabilitation to All Roads Construction Ltd. in the amount of almost $1.5 million.

Road rehab work in the "basic work" plan for 2024 includes: Elkview Road from Bailey Road to Ryder Lake Road; Southlands Drive from Young Road to Southlands Drive, Lickman Road; and Sumas Central Road South, 500 metres.

Roads in the "provisional" work plan include: Yale Road from Chilliwack River Bridge to Airport Road; and Kingston Drive- 50485 Kingston Drive to EOP.

The annual 'Road Rehabilitation' budget is a line item in the city's 10-year financial plan at $3.4 million, but "due to monies being allocated to the 2023 Contract for works completed in 2024, the current rehabilitation contract's scope is smaller."

The 2023 contract works that were completed in 2024 include: Lickman Road, Chilliwack Mountain Road and Vedder Mountain Road. These works total to approximately $1.3 million.

"The remaining budget has been allocated to consulting services, extra paving as needed to coordinate with land development and capital works and minor road rehabilitation items that arise throughout the year."

The city engineering department recommends the "rehabilitation" of an ever-changing list of Chilliwack roads on the heels of an "independent condition survey" completed by consultants and updated every five years. The rehab list takes a "worst first" approach to doing the work.

A comprehensive survey was done by Stantec Consulting in August 2023 to decide which roads were most in need of repair and rehab.
