TAKE NOTICE that the Council of the City of Chilliwack will hold a Public Hearing, as noted above, on the following items:

1. ZONING BYLAW AMENDMENT BYLAW 2023, No. 5323 (RZ001496)

Location: 46495 Uplands Road

Applicant: JCR Design Ltd.

Purpose: To rezone the subject property, as shown on the map below, from an RR (Rural Residential) Zone to an R3 (Small Lot Residential) Zone to facilitate a future subdivision.

2. ZONING BYLAW AMENDMENT BYLAW 2023, No. 5322 (RZ001583)

Location: 45200 & 45210 Wells Road

Applicant: Precision Building Design Associates Ltd.

Purpose: To rezone the subject properties, as shown on the map below, from an R1-A (Urban Residential) Zone to an R4 (Low Density Multi-Unit Residential) Zone to facilitate a future townhouse development.

3. OFFICIAL COMMUNITY PLAN BYLAW AMENDMENT BYLAW 2023, No. 5324 (RZ001680)

4. ZONING BYLAW AMENDMENT BYLAW 2023, No. 5325 (RZ001680)

5. DEVELOPMENT VARIANCE PERMIT (DVP01310)

Location: 45700 Spadina Avenue

Applicant: Luteyn Architecture Ltd.

Purpose: To amend the 2040 Official Community Plan designation of a portion of the subject property from “Residential 3 - Low Rise Apartment” to “Residential 3a (Density Bonus)” as per the Downtown Land Use and Development Plan. In addition, the applicant requests to rezone the subject property, as shown on the map below, from an R2 (Urban Residential Transition) Zone to a R6 (Mid Rise Apartment) Zone to facilitate a future apartment development.

A concurrent Development Variance Permit application has been submitted to vary the following Zoning Bylaw standards:

• Reduce the setback requirement within the proposed R6 Zone for a parkade over 3m in height as follows:

• Front lot line setback (Spadina Avenue) from 6m to 3m;

• Interior side lot line setback from 6m to 0.2m on the east side and from 6m to 2.3m on the west side; and,

• Rear lot line setback from 6m to 2.6m for the siting of posts supporting the parkade roof overhang at rear of the building.

• Waive the requirement that a common amenity space must be located a minimum of 5m away from any window serving a dwelling unit;

• Increase the total permitted lot coverage for the parkade from 50% to 85%;

• Waive the requirement for an off-street loading space within the property;

• Permit off-street parking spaces in association with a multi-unit development to be directly accessed from a highway (rear lane); and,

• Waive the requirement for a landscaping strip to be provided between, off-street parking spaces and a public highway (rear lane).

Please review the instructions below in regard to the participation options for the Public Hearing:

1. Written submissions, including your full name and address, to the Corporate Services Department at 8550 Young Road, Chilliwack, BC V2P 8A4 or by email to clerks@chilliwack.com no later than 4:00 pm on Monday, July 3, 2023.

2. Participate in person at the City of Chilliwack, Council Chambers, located at 8550 Young Road, Chilliwack, BC.

All submissions will be recorded and form part of the official record of the meeting. The Council meeting will be broadcast live on the City of Chilliwack website via the following link: www.chilliwack.com/live for viewing by the public.

These proposed bylaws and permit will be provided via email upon request between the hours of 8:30 am and 4:30 pm, Monday through Friday, excluding holidays, from Wednesday, June 21, 2023 to Tuesday, July 4, 2023, both inclusive, by the Planning Department at 604-793-2906 or planning@chilliwack.com.

Please note that no further information or submissions can be considered by Council after the conclusion of the Public Hearing.
